That's the goal for the Barbarian.
Seeing as my quest books will be more reliant on mind point loss, as are some of my spells and effects, and the ruling that you need 3 current MP to use a scroll,
plus that I'll rewrite scrolls how I see fit, I'll aim for the non-spellcaster classes to want scrolls and use them.
Or they'll be very quest-objective-based so that even a spellcaster will need them. (2nd Pass-Through-Rock to get in and out of a room to retrieve something, for example.)
As my wizard is buffed up to 12 spells and 2 attack dice max, most scrolls will have limited avail for them.

Everything will be printed in a number representing either a maximum of availability
or limited to a number that can be used, as in the Marauder (my Barbarian) cannot use a crossbow, plus the wizard can't, so there's two.
