It has become a matter of record in the legal proceedings of the Games Workshop vs. Chapter House case that the Gary Chalk art is not owned by GW. As a matter of business habit GW used to create cheaper, temporary lisceses with their commissioned artists. That leaves Hasbro/Milton Bradley as the only possible owners of the copyright other than the creating artist. I imagine Gary would know who owns the copyright to his art. If MB also created a cheaper, temporary liscense, then all of the art for the cards could be negotiated with Gary Chalk.
Games Workshop probably owns the rights to the miniatures, but even that copyright may have reverted back to commissioned artists.
