Wand of Magic Question

After reading the description for the "Wand of Magic" artifact, i am confused as to whether the wand allows a character to cast 2 spells on EVERY turn or just once per quest or just once and then the artifact is useless...how does this artifact actually work?

Every turn in which they would like to cast two different spells. Lasts forever, but there are only a certain number of spells a Hero can use during each Quest.

Yeah, but casting both your healing spells in one turn could prove to be bad news in the long run. Always make sure you use the 2x spell casting carefully.

Can you not heal two different teammates in the same turn? Damn useful if they're both about to be killed.
Also, I didn't recall, but can this wand be held in the left hand while the staff of magic is held in the right? That would tend to make staff fighting not so reliable. Two hands makes it far more effective, trust me.

In HQ you cannot cast spells and attack in the same turn, they are two separate actions, so holding the wand and staff makes no difference. If the Wizard has both the Earth and Water Spells, they could cast the Heal Body and Water of Healing on to teammates.
