ebay is a brilliant source of pieces. painted figures can be strippped by soaking them in detol, and badly painted minis are usually vey cheap.
For what it's worth, I managed to make a full Print & play set of game boards and ALL the overlays for less than £50 in total. A full set of proxy minis generally comes out less tahn buying one or two of the rare expansions.

whitebeard wrote:In the US the eBay trend is clear. A 100% base system is much cheaper than buying even just 25% of the parts separately. I would start with this, then look into piecing together the expansions from printed materials and proxy figures.
