It looks like the best route to take with this, is to make pretty much every miniature have weapon-hand variations (which will be done well, so don't freak out).

Considering the project contributions made by Knightcrawler, I have assembled this preliminary list of the minimal project goal--The First Quest Set. A lot of inspiration was taken from the 1st Edition Warhammer Fantasy RPG (mostly to find weapon-hand suggestions). The terms from that game used here will not be a part of the actual project.

- Heroes -

1 Male Human Warrior/Barbarian : 1 Model (1 straight sword and 1 battle axe weapon-hands; 1 round shield attachment)
1 Female Human Warrior/Barbarian : 1 Model (1 straight sword and 1 battle axe weapon-hands; 1 round shield attachment; 1 round shield attachment)
1 Male Elven Ranger/Hunter/Illusionist : 1 Model (1 straight sword and 1 staff weapon-hands; 1 round shield attachment)
1 Female Elven Ranger/Hunter/Illusionist : 1 Model (1 straight sword and 1 staff weapon-hands; 1 round shield attachment)
1 Male Dwarf Rogue/Tunnel Fighter : 1 Model (1 straight sword and 1 battle axe weapon-hands; 1 round shield attachment)
1 Female Dwarf Rogue/Tunnel Fighter : 1 Model (already paid for; 1 straight sword and 1 battle axe weapon-hands; 1 round shield attachment)
1 Male Human Rogue/Noble/Elementalist : 1 Model (1 dagger and 1 staff weapon-hands)
1 Female Human Rogue/Noble/Elementalist : 1 Model (already paid for; 1 dagger and 1 staff weapon-hands)

- Goblinoids -

8 Orcs : 1 Model (2 cleaver, 2 curved sword, 2 flail, 2 straight sword and 4 spear weapon-hands)
6 Goblins: 1 Model (2 axe, 2 straight sword, 2 curved sword and 3 bow weapon-hands)
3 Fimir : 1 Model (1 great heavy mace, 1 large double-bladed axe and 1 bardiche weapon-hands)
4 Chaos Warriors : 1 Model (2 large axe and 2 large sword weapon-hands)

- Undead -

I hate the HQ skeletons. There's everything stupid about them. I want to use a design based on the skeleton artwork from the 1st Edition Warhammer RPG.
Image
Image
4 Skeletons : 1 Model (2 broken straight sword and 2 chipped axe weapon-hands)
2 Zombies : 1 Model (1 large cleaver and 1 large axe weapon-hands)
2 Mummies : 1 Model

- Boss Enemies-

I want to do a bit better than just a single Chaos Warlock having to represent a lot of different characters. Again, information is based on the 1st Ed RPG, as well the WoM expansion.

1 Demon : 1 Model (1 great flaming whip and 1 great flaming sword weapon-hands)
1 Male Human Elementalist : 1 Model
1 Orc Shaman : 1/2 Model (full-conversion of basic Orc)
1 Boss Orc (Black Orc) : 1 Model (1 large notched sword and 1 large notched axe weapon-hands)
1 Undead Liche : 1 Model (the witch-lord)
1 Human Male Captive (1 set of manacles, 1 handle-bar mustache and 1 dejected countenance)

I have the other stuff planned out too (add-ons and stretch-goals) but i am not going to turn you apes loose on everything at once. Let's all absorb this information first, and then figure out if it needs improvement. Please keep any sophism bottled up. Basically, no Devil's Advocacy. If you raise a point you don't really feel, just to do so, on top of being the exact definition of hypocrisy, it adds information to the medley that is not needed. However, I absolutely want to hear from anyone for otherwise.

Information absorbed.

It's almost what I suggested for a base set and I'm really glad that it is.
You took my suggestions and improved them. Very well done.
To reference Warhammer lore and sources, particularly the old ones - keeping in the HQ era end of 80s, beginning of 90s - is also the way to go.
I'm particularly fond of the goblin archer possibility and the various NPCs, all needed when playing the game system quests.
I also like where the planned variability of the hero miniatures is going.

This definitely leads to me spending money.

Considering the weapon variants, from where should we pull design inspiration?

80s Grenadier and Citadel spring to mind.
Early 80s Italian fantasy movies. Conan the Barbarian. Lord of the Rings movies (Dwarf weapons - that's one direction you could go. My personal taste dictates something slightly different though I can't name it).

...
Weapons:
Simple, effective for Dwarfs
Elaborate, slender for Elves
Curved, rusty for Orcs
Pointy, stolen for Goblins
Stone & Wood for Fimirs
Cliché for Chaos Warriors
None for Mummies
Found and taken, tool-like for Zombies
Rusty and kaputt for Skeletons
Fiery and elaborate for the demon
a personal taste input concerning the Orc flails: not a ball, but something like this
Image
...
Shield designs:
for the Elf - a simple round wooden shield with metal or bronze enforcements,
the Dwarf - round or triangular with 3D clan symbol made from iron or bronze or something. I'm not an expert, I'm thinking in 12yr-old-mode.
The Barbarian - big round or long triangular with a champion emblem given by the Emperor.
Monsters: Please no inspiration from Warhammer 4th edition or later. A skeleton rises with the weapon and shield it was buried with. So let there be some heraldry.
Also, I gave my Orcs the shields of 7th edition Chaos marauders. Even for Night Goblins I don't see the point in them having a 3D halfmoon on their shields...
...
Other:
Wooden staff for the Elementalist - not made, but grown, Druid like; Gandalf's staff...

I was actually asking choices between the EU cards, the US Armory, or the original minis themselves.

I would say go with what everyone knows and base them on the minis themselves. That way you don't alienate entire continents. Plus I like the hand axe goblins for some reason.

I say use all of them. The US armoury and EU cards aren't that different in my opinion. They can complement each other nicely. Plus the actual models as well.

Armory, but including a short bow for goblins (as you have already suggested in our list),
longbows (preferred) or crossbows (true to quests) for Orcs in the addons (if possible/if planned).

I think every last one of us has bows in their houseruled armory anyway, and I, for one have difficulties imagining a goblin pulling off a stunt like shooting a crossbow designed for dwarves or something.
The reason why I compiled the list iusing goblins with SHORT BOWS is because of Phoenix' remastered version of Against the Ogre Horde where he got rid of the bug (goblins using crossbows and yet attacking with only 2 dice). The unofficial short bow would give you 2 attack dice, so that's that.
