Well,

Basically that.

And that's the solution.
In the EU version, the heroes still win by defeating the EW player. The game is more competitive, and battles can occur, but when the players overdo it, they hurt themselves. A single hero can come off a quest with more gold or equipment if he plays against another hero at a good opportunity, but when he does so on a regular basis, resulting in the whole group being rounded up by Morcar's hordes, he'll have nothing to spend his gold for. Let them have fun, but include hints to the following quests that will make them want to get there (out of curiousity or just of greed if it is that what it takes). Eventually they will learn to 'behave' enough to not endanger the progress of the campaign.
Have a look ;)

I wonder what happened to this game. I've never heard of such a dysfunctional set of Heroes before. Certainly, no progress through the Quests for months isn't acceptable for the evil wizard player's goals or fair toward the two cooperating players.

Too bad two players were repeatedly rewarded for selfish play and allowed to pressure Morcar and the supporting team players into capitulating in favor of their short-term aggrandizement. I wouldn't be surprised if the game stalled for lack of progress. I hope I'm wrong, the evil points worked, and they came to their senses.

If the evil points as set forth wasn't strong enough, I'd ramp up their effect as Morcar's control tightens. When an evil point is first assigned, a skull marker is placed on the Hero's board. Thereafter whenever a new evil point is assigned, a Wandering Monster for each placed marker attacks the Hero, no defend. Finally, another marker is added to the Hero board.

Evil Points can place the Wandering Monsters so as to discourage the door-opening, fleeing shenannigans of a certain Hero by blocking his escape. They can also delay the treacherous Hero while the monsters he released move to finish him off, isolated from help. It is not he, but Morcar, who runs the show!

Morcar may run the dungeon, but Mentor runs the Quests. He sends the Heroes to accomplish his agenda for the Empire and what Loretome reveals to him. Mentor monitors the Heroes through Loretome and knows when they act contrary to his goals. Since Mentor's Quests usually offer rewards that help motivate Heroic action, why shouldn't he have a say in reducing or withholding Quest rewards for Heroes who won't serve his purposes? Withheld gold coins can be redistributed to loyal Heroes or their named successors as a fair share for fair service.
