The "guidance" would be rat poison. :D
Otherwise they would flood the continent soon, just with their pressure for new land because they love their kids as everybody.
Natural agressors... what's that if not evil?

I must confess, I love these kinds of discussion.

Also Orcs. How can Orcs not be evil if they are born by an evil wizard out of the earth, by dark rituals, and then trained from the first day to be killing machines? :)

Of course most of us use a first world set of ethics, we are from first world nations.

But back to Skaven and evil....
Only those who manipulate the Skaven are truly evil. Perhaps the Skaven do things that are interpreted as evil by other races. But the other races have done thngs to the Skaven that would be considered evil by the Skaven.
In a Skaven village, the Elf is the bad guy.

And why are the people manipulating skaven evil? (Is this even warhammer lore by the way? as far as I know skaven are pretty independent).

What qualifies as evil in your book? Is evil only the act of acting evil for the sake of being evil? Then evil pretty much don't exist...

The council of the 13 manipulating the race of the skaven is evil. The race of the skaven is not.
Is Cynthia evil? I don't think so. But Obama and the Federal Reserve are. Or might be. We don't know what they try to accomplish world dominance for.

In the morale system of the US it is contained that each us citizen is obliged to resist if the government is evil. So if Cynthia follows, it is her own decision, thus she is evil. :D But as far as I know she is a housewife without connection to politics, so she is not evil because with that job she is not financing the system plus, that's not what we call following.

I am sure if mice would be able to organize themselves the would go out hunting cats. From their point of view cats are evil.

I am sure if the Skaven race has a reproduction rate anywhere near their natural relatives, the rats, then it doesn't matter if they are organized by the council of thirteen or not. Other races can't do anything but perceiving them as evil because they would have a natural hunger for new land that is equal to their reproduction rate, thus making them the evil agressor in the perception of any neighbor witout a chance for diplomacy. Voilà.
