To tell the truth I did not paint my heroquest orcs so far (just started with the heroes and the skeletons). But thinking about color selection for the orcs: I would probably basecoat the skin in some dark green (f.i. castellan green) and highlight it with a lighter green (f.i. elysian green or nurgling green (your rotting flesh)). Basecoat and highlight for shoes and jacket in 2 brown tones (f.i. balor brown and ratskin flesh) and weapon as well as chainmail basecoated in black/ brown with a metal drybrush on it.

About color shopping: I also don't have a good shop nearby but usually mailorder some colors once in a while.
