I'm not sure exactly where Hasbro's IP ends and Games Workshop's begins, but I don't think a true HeroQuest game can be reprinted without both party's involvement in some way. My guess is that Hasbro has the right's to everything except the game system miniatures and terms like "Chaos Warrior" and "Fimir".
The last liscensing of Hero Quest to the Brazilian company Estralia in 1994 indicates that only the figures require a GW license renewal. Hasbro's license for that edition included both Chaos Warrior and Fimir names. Chaos Warrior and Fimir art was still present, as well. The IP for the art at least was apparently bought by Milton Bradley/Hasbro.
[Or, more likely, MB simply licensed directly from the artists. GW often worked with cheaper, partial licenses from freelance artists back in the day, so a new license was probably available to MB. -edit] It seems odd to me that GW would lease out the IP for the figures on a seperate license-timeline from that of the IP for the names.
My feeling is Hasbro would be the most likely candidate for a reprint, but I just don't see them renewing the license for the figs. That means they would have to be recreated or substituted with Wizards of the Coast figures. If they went with substitution, the game art would need to be recreated as well. That probably isn't going to satisfy the current nostalgia market. Unfortunately, the cost of making molds for new figures likely is a big deterrent for reprinting the game. The corporate suits of Hasbro prefer safer bets with their tried-and-true vanilla boardgames.
I'd love for the petition to force them to consider a reprint anyway. I personally wouldn't mind some changes if the game stayed basically the same, but was complicated a bit more here and there to fix such things as the Wizard and the leveling system. In fact, if my wish list was accounted for, there would be an appendix with optional rules for a thematically-stronger game. That, and reprinted expansions for all four Heroes.
