Long ago I ditched Zoom (it was totally free during the pandemic, now you're limited to 40 mins unless the host is a premium subscriber). I stream it weekly on Twitch now using Discord. Actually Discord is the best way. It's 100% free (yes, you have to share an email address with that company by creating an account) and there's pretty much zero delay. You don't have to pay anything (if you want Nitro or boost your server for slightly higher audio quality you can, but it's not necessary). You can share video and point your web cam at your board.
Now for dice, there's
http://www.dddice.com the problem is you need HeroQuest dice. Ribby (Bourbon and Board Games on youtube) has created a bunch of HeroQuest style dice for that, and the links are all on HeroQuestFans discord. He uses a bot he created to let you type commands in certain parts of our discord so it rolls dice values on screen you can see plus visually connects with DDDice.com on the stream so you can see the 3d cubes rolling as well. He's helped set us up and another guy and could help you too if you want.
Basically the webcam method (you only need one camera, if you're using a phone it helps to have it also connected with a PC, tapping stuff on the phone switching between discord and something else is a pain). One person is running the game as Zargon and either rolling the dice manually for every single person as they verbally instruct him (everyone needs a microphone) on what to do (move my character three spaces north, then two east, attack with broadsword, etc). If you know the game well enough you can do it. It does take a bit more time than playing all at the table with one person doing all the dice rolls and people can't plan their moves out in advance as easily since you're pointing the camera around instead if it all being instantly visible like it would be around the table in person.
Other methods:
Roll20 and other platforms like that don't seem to allow HeroQuest content to be shared (Hasbro's lawyers don't allow it) so if someone creates a HeroQuest pack for it, you have to be friends with that person to use it, really.
Foundry is pretty awesome, but the creator has to be registered ($50) and then can host his content. There's a fan on our discord called Ajax The Cleanser who created a pretty complete multiplayer module for HeroQuest but you have to connect with him to play on it. Again the HQ content is limited to the author and whoever he chooses to privately share it with.
Vassal (linked on yeoldeinn.com website) has a module for HeroQuest. Never tried it, but it supposedly works fine, at least it did several years ago, might need some tinkering now if the author hasn't updated it.

The author pops into these forums sometimes and older versions of his program are floating around but he's updated it in recent years to run better on modern systems, look him up.
https://forum.yeoldeinn.com/viewtopic.php?f=58&t=742There was a high quality mod for HeroQuest called "HeroQuest Master Edition" for TTS (Tabletop simulator, a game you have to buy for $25 on Steam for PC which doesn't work on mobile devices and is kind of clunky... has a high learning curve and don't work well with an older PC). The HQ mod was taken off the steam workshop library for copyright claims though so you'll have to look it up somewhere else or cobble together your own. There's a youtube streamer called The Smoking DM who regularly streams HeroQuest with his group using that app and you might be able to get the info from him or his Discord.
There's Hquestmaster which lets you build quests in a browser (not to be confused with hquestbuilder) and it lets you simulate the quests running them in the browser as well but I don't think you can run it except as Zargon, but you could do that in combination with something else I suppose. Free.
https://hquestmaster.com/There's the official HeroQuest Companion App (board game companion) available on iOS and AndroidOS. This is put out by Hasbro (Avalon Hill is a division of Hasbro Gaming that is in charge of the remake of HeroQuest since 2021). It's free, and you can download, run, and install it via an emulator such as Bluestacks (AndroidOS emulator for Windows 10-11). Yes it requires a modern PC to run, and yes, there are occasional glitches, but with version 6.1 its pretty complete and works well (but no custom content, and Wizards of Morcar is not yet available in it, nor is Rogar's Hall, otherwise it has ALL of the official releases from 2021-present). This does NOT have multiplayer, it's all done from the perspective of some heroes, meant to be running around the board with a phone or tablet while people have the physical board out. BUT you can share your screen or record your screen (for example in Discord) and either hold up the phone to your web cam or use an emulator to screen share and then have one person move everyone based on verbal feedback). The only things missing are a Treasure Deck when prompted to shuffle and draw, the dice (rolling red dice to move heroes or break spells against heroes, roll white dice for hero attack/defense or monster defense), and occasionally another deck (the "skill" cards for certain heroes like the Knight, Rogue, Monk, Berserker, or Explorer.... only if you are using those extra heroes; the Equipment Deck aka the Armory, or the Alchemy or Monster deck but those are very rarely called for). The App takes the role of Zargon and sometimes it adds extra flavor or lore art that isn't in the booklet (Zargon's improv or imagination would do that in a normal in-person game), and other times it abbreviates or abridges details. Still, it's pretty good and you can fudge some stuff to make it compatible with the EU rules or older versions of the game without needing the remake. However some things will bug you (like how you handle certain traps).

4, or 5 = White Shield (Hero)
6 = Black Shield (Monster)
You could simulate the other probabilities with a random number generator, for example the number of Treasure cards, Equipment cards, monsters, etc. but eliminating them would become impossible at a certain point if you're using physical dice (like the familiar polyhedral D&D dice packs). I guess you could treat duplicate numbers as "roll again" until you get a valid number (like if 24 is taken, cross off 24 so rolling a 24 on a die means roll again until you get a result other than 24...).

Basically this was the "ultimate" thing people were asking for, it let's you play the game in full 3d in its own engine WITH online multiplayer. But you have to play through the quests (not sure how to jump ahead) and it won't mid-quest save, plus there's no custom content available. But when I tried it, it worked fine for solo play at least.
The best way to play HeroQuest is still to gather your friends/family to play around the table at home. But there are many FLGS (friendly local game shops) that have "gaming spaces" often that are available totally for free (or have some stipulation like a small fee $5 for a time slot or the whole evening; or you can only play games the sell, have to otherwise be a paying customer, etc). The places I frequent let you bring your own game in, and use their space for as long as you want (they even let you continue your game after the main store closes just pull the door shut when you leave and obviously don't act like a criminal). Many game shops also SELL HeroQuest (whether the game system or now "First Light" which is a fraction of the price and has all the components to play the basic quests) so if you don't have it you can pick it up easily enough these days (now finding certain expansions can be tricky especially if you're in Spain or Germany which are notorious for having their local language versions sell out and not be re-stocked).
