The difference justified in Reanimation is that it could do much more in another Quest, tailored as the creator saw fit.

I like this idea! I'm marking this on my version.

Huh... that is so weird. When I checked the Mage of the Mirror official quest in the Hero Quest by Phoenix the first quest says the Elf is rewarded with Elven Bracers... yet the quest booklet from this website says he's rewarded with Elven Chain Mail... which there is no artifact card for...

The Phoenix version was edited.

But then what's the point of the Elven Bracers Artifact card? I scowered through the "original" Elven quest pack and nowhere in it does the Elven Bracers come up. In fact the Elven Bracers and Elven Chain Mail is the only difference in the two.

The original reads "after the quest has been completed, tell the Elf that Queen Terrellia rewards his success with a set of Magical Elven Chainmail armor. This armor gives the Elf 2 extra defend dice. It may be combined with a helmet and shield."
The key word here that is so confusing is "set", a set of Magical Elven Chainmail" but the Phoenix version completes it with "a set of Magical Elven Bracers", which seems to make a bit more sense considering there is a matching card. Otherwise, why add a card for an artifact that cannot be obtained?

I think Phoenix would be right about the artifact. The only other difference I found seems to be Quest 8, Treasure Room D, the original reads "The first hero to search for treasure in this room finds a bag of Heroic Brew..." a bag? Phoenix fixes this sematical error with the word "bottle".
However, to be fair I'll point out an error Phoenix made in the map of Quest 7: the two top rooms in the bottom right quadrant of the board are supposed to have a door connecting them. This door appears in the Original, Phoenix, apparently missed it, as the Quest cannot be complete without this door.

In essence the original is more accurate with the map, but Phoenix is more accurate in wording and equipment... not that I'm the ultimate authority on such, but it's the way I'd choose to play it.

The Artifact name was a typo on the original that the editors missed. Phoenix tried to fix what he could find but I guess missed a door by accident.

I put the Elven Bracers in the chest in Quest 7 for which there is no note.

Yeah, that's another thing, in 2 solo quests there are chests with no discernible contents:
Quest 1: the chest in the room (upper left quadrant) with an orc and throne has no notes of its contents (I would add 2 potions of Healing in there.
Quest 2: Room D where you save the 2 attendants, it doesn't say anything about what's in the chest (unless the Fimir was stuffing the attendants in it). I would add another form of armor in here, perhaps Chainmail or a sheild.

I wouldn't add chainmail as the Elf is already getting the Eleven Mail. As to chests that have no note to them, or are even just marked as empty, I take a variable approach. I leave them as empty unless their is something I want to put into them as the EW. For example, the Elven Bracers. If the party is struggling I might chuck in a potion of healing or two as you have done. If the party has missed something they really need, then it could be found in one of these chests.

I've done away with the Elven Chainmail as there is no artifact card for it. But I suppose one could just use Borin's Armor for reference.
