Isopropanol, aka rubbing alcohol, and let it soak in a sealed container/bottle for a few hours to overnight. Take an old toothbrush or if it's being stubborn a brush with brass bristles and scrub it well. Only a couple of mine needed something better than a standard toothbrush. Just don't use any water till you're sure you've got as much off as you can. Ensure good ventilation while doing such.
Second thought made me think you were asking about enamel paint. A few minis I bought had enamel paints and Isopropanol didn't do much. Maybe others can offer a suggestion.
