Of course they do. It's a well-known application of Murphy's Law.
Incidentally, if you apply a minimum heal of 3 to the effects of a Potion of Questionable Healing, it and the standard "heals 4 Body Points" potion have exactly the same expected outcome. (One die has 3, 3, 3, 4, 5, 6 as its faces, and the other has 4, 4, 4, 4, 4, 4. Both dice sum to 24, just arranged differently.)
Also, if you have a pair of Sicherman dice, you can roll the die with the 8 on it instead of a normal d6, to give a better spread of healing values. Getting a 1 still sucks, but the other faces more than make up the difference on average. (The easiest way to simulate such a die with "normal" d6es is to treat all rolls of 2 as 8s instead.)
