They just can't explore rooms by opening doors, which would be the only available way to them except... tadaa... through Pass through Rock.
One thing to remember. Most offensive/destructive spells explicitly state that they can be cast on a monster, which makes them useless for a Zargon player having a hero under command and wanting to hurt another hero. I think the vague Command spell wording came in the awareness of that issue. They probably did want to include spellcasting as an offensive action under Command and then noticed the spells' wording being narrowed down to offending monsters effectively.
I circumvent this issue in my revision of HQ by re-wording the spells in such a way that they can be cast on one or more "figures", not "monsters". As a side effect, heroes can more effectively stab each others' backs.

Yeah, I thought so, too. But then I searched, searched, and searched again, coming up goose eggs. If anyone can post the rule and page prohibiting monster movement onto the spiral stairway, I'd genuinely like to know of it and retract the statement. It's possible I've missed something.
