If they're not quite sealed properly and left to dry, that happens. Mix in some Lahmian Medium & you should be fine.

Unless you're using dry compounds, in which case, yes they should. That's deliberate.

So the dry compound, for instance "longbeard grey", is meant to be thick like jelly? It was like that since I first opened it. Should I water it down to use it? Is it easier to dry brush with a layer paint?

Yeah, it's the same consistency as the one in the video. I just need to work the boogers smooth and not use too much, I guess.

Yes, it is easier to drybrush with a layer or base paint.
It doesn't matter which paint you get rid of almost completely after dipping the brush in it, but an actual liquid paint pulls up the bristles and will avail you more brushing time. Plus, they are more flexible in their usage, while the Dry's are just for Drybrushing.
The Dry paints are one of the bigger ploys to pull money out of orifices the customer doesn't even know about.
I overread the part where you actually said it was a Citadel Dry, sorry 'bout that. The money for those should be spent on layer, base, or the brilliant shade paints, when it comes to Citadel.

Once you know what you are doing with drybrushing, dry compounds are excellent after some experimentation to get the hang of them
