I believe being dubbed Champion in HeroQuest depends entirely on being a part of the final Quest in the Game System. Once you've helped defeat the Witch Lord, the Quest notes state:
In the European rules, it's different. A Hero need only complete three quests to become Champion.
American Game System Quest 14 wrote:After this quest is successfully completed, all surviving Heroes are awarded the title of "Champion" by the Emperor.

I like the European rule the best. It actually rewards progression and keeping your character from game to game.
It should be a little more than just three quests though. Or there should be more titles or "achievements"...
