The Guardian Knight was included in ROTDM despite it being in no way the "Knight Quest Pack" (other than a few fleeting references they're barely in it, apart from one character who isn't even the main adversary).
The pattern of BQP/EQP might never be followed again (and too bad, done right it could be great). Wizard Quest Pack would need the least work to finish but unless we are wrong about what notes are still out there, Dwarf pack was only half done in the 90's. So whether AH or fans "finish" it, it likely won't be the same thing as imagined by each player who sees it.
KK & ROTWL had the 10 quest format and yet didn't have the same kind of conventions that the hero themed quests were all meant to have:
1) first three quests solo focused on the title hero meant to gear you up and "prove" yourself.
2) last two quests are a two parter with no shopping or healing/spell restoration allowed in between.
3) magical artifact that boosts title hero 2 Bp and 1 Mp above his starting maximum while held. other items that appeal to that hero to be found.
4) alchemist shop with 3 potions exclusive to the title hero and a fourth one for any hero.
5) setting at least partially in the homeland of the title hero and tied to the lore of that hero's people/history.
In addition to the expected things for NA expansions.. new monsters, traps, spells, treasures, artifacts, tiles, doors...
Each was to have some named boss villain to round out the experience.
The type of Solo Quest I'd like to see would be more like the ones Dave Morris featured in his last two HeroQuest novels, vs. the ones shown in EQP/BQP. UNLESS they were to implement scalable difficulty (which might be too much complexity for HQ). That is label the quest book like putting a symbol that represents a "new entry level hero" vs "a hero character who has completed a number of quests before this expansion." (here I'm talking about equipped gear, vs. player experience)
ROTDM kind of did this with some options, like having different events whether you were disguised or not (or had a reputation token to spend or not).
