That would be most unfortunate, since the unreleased packs were supposedly somewhat close to production ready (one more than the other). Since AH has stated that they have all of that development material, it would be a shameful loss of resources... unless of course it turned out that the Dwarf and Wizard quest packs actually were NA rules versions of AtOH and WoM in the first place. I don't know if it has ever been stated that they were completely different or not.

Not necessarily. There are two versions of the female Barbarian for example. The Frozen Horror and the mythic box.

I don't believe so, mainly due to them not following the same 10 quest format of the first two. However, I have noted that the NA packs included minis from the EU packs: henchmen and ogres. I have always believed that the four wizards were destined for the wizard pack.

My worry is that AH know we really, really want these and so won't publish till the end to keep everyone on-board, but then don't do so because sales are dropping and someone decides to can them again.

The can just add 3 solo quest for the dwarf and taaadahhh, you hace ten quest and the dwarf quest.pack. I hope they dont but we will see...

The Guardian Knight was included in ROTDM despite it being in no way the "Knight Quest Pack" (other than a few fleeting references they're barely in it, apart from one character who isn't even the main adversary).

The pattern of BQP/EQP might never be followed again (and too bad, done right it could be great). Wizard Quest Pack would need the least work to finish but unless we are wrong about what notes are still out there, Dwarf pack was only half done in the 90's. So whether AH or fans "finish" it, it likely won't be the same thing as imagined by each player who sees it.

KK & ROTWL had the 10 quest format and yet didn't have the same kind of conventions that the hero themed quests were all meant to have:

1) first three quests solo focused on the title hero meant to gear you up and "prove" yourself.
2) last two quests are a two parter with no shopping or healing/spell restoration allowed in between.
3) magical artifact that boosts title hero 2 Bp and 1 Mp above his starting maximum while held. other items that appeal to that hero to be found.
4) alchemist shop with 3 potions exclusive to the title hero and a fourth one for any hero.
5) setting at least partially in the homeland of the title hero and tied to the lore of that hero's people/history.

In addition to the expected things for NA expansions.. new monsters, traps, spells, treasures, artifacts, tiles, doors...
Each was to have some named boss villain to round out the experience.

The type of Solo Quest I'd like to see would be more like the ones Dave Morris featured in his last two HeroQuest novels, vs. the ones shown in EQP/BQP. UNLESS they were to implement scalable difficulty (which might be too much complexity for HQ). That is label the quest book like putting a symbol that represents a "new entry level hero" vs "a hero character who has completed a number of quests before this expansion." (here I'm talking about equipped gear, vs. player experience)

ROTDM kind of did this with some options, like having different events whether you were disguised or not (or had a reputation token to spend or not).

I really hope so! They could even add some of the monsters planned for the Dwarf quest pack.

Also, I hope the Dwarf and the Wizard get exclusive artifacts to buff them (like the Barbarian and the Elf got).

I forgot to mention Crypt of Perpetual Darkness had 10 quests also and didn't follow the "conventions" of the hero themed packs. Avalon Hill seems all over the place. The only general things that are for sure are that they are trying to preserve, honor and pay tribute to (as much as they are legally allowed) to the past, while also implementing changes where they see fit, with the goal of keeping it as profitable as possible (and yet going the opposite direction of the Haslab targeting elite collectors only model with exclusives, after their humiliation with the Guardian Knight situation and bad press over the communication with the Dread Veil Dice more recently). When they seek to create something new, they seem to have done their research into fan projects to see what people will most likely want.

They have learned from their mistakes (from just woodenly copying the old version in the Frozen Horror, to being more free and open to change things with MOTM and now this one, from the sound of it).

With this in mind I think so far the franchise is in good hands and I am very hopeful for ATOH remake being a good addition to the series. We'll see how it is received! It will be a good predictor of the direction they will go for Wizards of Morcar after it, I'm sure.
